Why do California governmental organizations prefer bonds despite them costing taxpayers extra in interest payments compared to regular taxes? ~55% needed to pass a bond measure ~66% needed to pass a government-sponsored special tax Only ~50% needed to pass citizen-led tax measure (unless prop 43 passes, raising it to 66%)
