City of Redding Hires New Planning Manager

Redding City Manager Kurt Starman announces the appointment of Paul Hellman as Planning Manager effective April 4, 2016.

Mr. Hellman has served as the Principal Planner for the City of Bakersfield since 2006. In that role, he supervised planning staff and managed the Planning Division’s Permit Center. He has more than 20 years’ experience in processing land-use permits for residential, commercial, and mixed-use developments and will play an integral role in working with developers to implement the City of Redding’s General Plan.

Larry Vaupel, Development Services Director, noted that Mr. Hellman’s focus on customer service and streamlining the development approval process were qualities that align perfectly with the department’s objectives. “Paul knows the important role staff plays in facilitating development by shepherding proposals through the approval process efficiently and effectively. He understands that the City’s General Plan is often implemented by partnering with the private sector to build the community’s vision together,” Vaupel said.

“I am excited about the opportunity to work for the City of Redding. The city has tremendous opportunities for growth and economic development and my family and I look forward to being a part of its bright future,” Mr. Hellman said.

Prior to working for the City of Bakersfield, Mr. Hellman worked in the planning offices for the City of Chula Vista and the City of San Diego. He holds a bachelor’s degree in city and regional planning from California Polytechnic State University, San Luis Obispo, and a master’s degree in civil engineering (transportation) from the University of California, Berkeley.
