Francis Carr (1875-1944) was Justice of the Peace at the time of this photo, c. 1907. The building behind him is the City Hall on Market Street. Francis Carr was instrumental in forming the Anderson-Cottonwood Irrigation District, as well as an advocate for Whiskeytown Lake and the construction of Shasta Dam.
