Redding Code Enforcement Finds Over 400 Cannabis Plants in a Single Family Residence

On April 20, 2018, at approximately 9:00 a.m., a California State Law Enforcement served a search warrant at a single-family residence (3 bedrooms/2 baths) in the 1400 block of Spaniel Court in the City of Redding. The North State Major Investigation Team (NSMIT) requested assistance from the City of Redding Code Enforcement regarding their investigation that included the cultivation of cannabis. Municipal code violations often arise in conjunction in such investigations.

During the operation, law enforcement and code enforcement officers contacted Benjamin Segan, 30 years, who leased the home. The Law Enforcement investigation is continuing to determine if any charges may be filed. Redding Code Enforcement inspected the location. The residence had cannabis actively growing, drying and harvested product in plastic/glass containers. Cannabis was found in the dining area, a bedroom closet, an entire bedroom, and the entire 2-car garage. The residence had extensive alterations made that included: the garage door was not operable with the railing hardware removed; the side door was sealed shut; plastic sheeting was installed on the walls; large and expensive air conditioning equipment (larger than the main house system) was installed; another electrical panel and wiring was installed in the garage; a CO2 burner was operating with propane tanks. The house was posted with red and yellow signs limiting access to the residence. The subject residence is located approximately 333 feet from Boulder Creek Elementary School. The cannabis grow operation is in direct violation of the zoning, building and recently enacted cannabis laws were created to protect the entire community. Redding Code Enforcement issued fines totaling $47, 500.00 to the cannabis cultivator.

The public is reminded that ALL cannabis cultivation must be indoors, requires a license licenses and often require building permits for both personal residential and commercial grows. All outdoor cultivation of cannabis of any quantity for any reason (including medicinal purposes) is PROHIBITED. Redding Municipal code Chapter 6.12, relating to cannabis cultivation, was enacted, in part, to protect the health, safety and welfare of the community.
