The Redding Police Neighborhood Police Unit is still focusing a significant amount of their time answering complaints of continuous criminal activity in the downtown area. The Ponderosa Inn, located at 2220 Pine Street, remains a common source of citizen complaints.
On 07/20/2016 the NPU went to the Ponderosa Inn to serve a search warrant at Room #206 following numerous hours of surveillance at that location and developing probable cause to obtain a search warrant. Robert Bruce Moses 50 yrs., was known to be residing in Room #206. Moses was contacted after he left the room near East Street at Locust Street where NPU suspected he would be conducting a drug transaction. He was detained and searched subsequent to the service of the search warrant and found to be in possession of several packaged items of heroin and methamphetamine. He was arrested for sales and transportation of heroin and methamphetamine and ultimately booked at Shasta County Jail for these charges, and for maintaining his residence for the use and sales of illegal drugs. Moses has been arrested multiple times for possession and sales of illegal drugs in Shasta County this year.
On 07/21/2016 Makia L. Thompson 26 yrs., was contacted by NPU in the parking lot of the Ponderosa Inn and arrested for being under the influence of a controlled substance and violation of probation. She was booked at Shasta County Jail.
On 07/26/2016 NPU went to the location to locate Gregory Alan White 32 yrs., on parole and monitored by a GPS ankle device because he is a sex registrant after being convicted of oral copulation with a juvenile under the age of 16 years in 2014. The investigation revealed White failed to register with local law enforcement as part of his sex registrant status. White was found to be living in Room #214 and arrested per 290.11 PC and violation of parole. He was booked at Shasta County Jail.
Also on 07/26/2016 another parolee was contacted who was residing in Room #121. Tamara Esther Withem 36 yrs. was seen in the parking lot under the influence of a controlled substance. She was arrested after resisting arrest and found to be in possession of methamphetamine concealed in her clothing. A parole search of her room found drug paraphernalia and she was booked at Shasta County Jail for violation of parole, resisting arrest, possession of narcotics, and possession of drug paraphernalia. Withem has been arrested 7 times in Shasta County this year.
Another probation search was conducted in Room #136 where Robert Allen Carpenter 32 yrs., was residing for several weeks with a number of people. Carpenter is also a sex registrant and on felony probation after a conviction in 2015 for lewd and lascivious acts with a child under 14 years of age. The NPU investigation discovered Carpenter has been residing in this room with a 13 year old female and her mother, who were unaware of his sex registrant status. Carpenter was arrested and booked at Shasta County Jail for violation of probation.
Charmaine Larue Santiago 38 yrs., was contacted in Room #136 as well and found to have three outstanding arrest warrants for failing to appear on drug charges. She was booked at Shasta County Jail.
