12/21/2010 Carjacker Apprehended

On December 8, 2010 at 11:20 a.m. Redding Police were dispatched to a reported carjacking in the area of South Bonnyview Road and Eastside Road.  Upon arrival, officers contacted Victim Melissa Brown, 36 years of Anderson, who reported an unknown suspect kidnapped her and stole her vehicle.  The victim’s vehicle was described as a gold, 1999 Pontiac Sunfire.

On December 10, 2010 the Anderson Police Department located the victim’s vehicle at a motel in the City of Anderson.  Redding Police Officers responded to the motel where they identified witnesses and arrested Debbie Belt, 28 years of Cottonwood on an outstanding arrest warrant.  Officers later determined Belt was in possession of the victim’s vehicle.

Based on witness information, Redding Police Investigators identified the kidnapping/carjacking suspect as Javier Rodriguez, 47 years of Reno, Nevada.  Investigators obtained an arrest warrant for Rodriguez and Belt on December 17, 2010.  The warrant charged Rodriguez with kidnapping, carjacking, robbery, terrorist threats and vehicle theft.  Belt’s warrant charged possession of stolen property and vehicle theft.

On December 21, 2010 at approximately 2:00 am Redding Police Officers responded to the Safeway store on Pine Street in reference to a suspicious person.  They contacted and arrested a subject for being under the influence of a controlled substance and later determined the identity of the subject as Javier Rodriguez.  Rodriguez was interviewed by Investigators and confessed to the December 8th carjacking and kidnapping.

Rodriguez was booked at the Shasta County Jail on the outstanding arrest warrant as well as being under the influence of a controlled substance and providing false identity to a peace officer.  Bail was set in the amount of $250,000.  The arrest warrant for Belt was served at the jail.  Bail on her charges was set at $10,000.
