The first palm was planted Tuesday in the Hilltop Drive center esplanade. Power lines and phone lines will stay up during the completion of the garden work below. Once everything is in place, the weaving of the new underground service cables will begin. This $5 million renovation to Hilltop, one of Redding’s most popular stretches of road, began in 2005, when Hilltop businesses agreed to tax themselves to create a Business Improvement District, and city redevelopment funds were added.
