Joanna Francescut, Assistant County Clerk/Registrar of Voters held a press release at 1:30 p.m. on Wed. March 6
Elections update, 2:17 p.m., Wed., March 6, 2024

Cathy Darling Allen, Shasta County Clerk and Registrar of Voters wishes to inform the public and the media about the estimated number of unprocessed ballots.

This report is an estimated count of unprocessed ballots that the ROV has in her office. It is just that, an estimate. The elections department is still processing these ballots, including verifying the signature and the eligibility of the voter. There may be ballots added to this count or removed as necessary, as the ROV’s office received valid post marked ballots from the post office through March 12, 2024.

First Estimated Unprocessed Ballot Report
Vote by Mail: 29641
Provisional: 301
CVR (Conditional Voter Registration) Provisional:  47
Other 176
(Includes unprocessed ballots that are damaged, need to be remade, or require further review)
Total unprocessed ballots 30165

The ROV’s office has been alerted that there may be some confusion about language on its website that states “100% of precincts reporting.” This refers specifically to ballots cast at the polling place on Election Day only. It allows voters and the public generally to track the progress and return of precinct ballots on election night. As stated above, there are many ballots left to add into the count in the coming weeks.

Election Day is behind us. Now begins the job of sorting out winners, losers and candidates whose election fates won’t be decided until November.

After the polls closed at 8 p.m., the elections office released periodical preliminary election results.

When the evening’s final report was released at 1:12 a.m., 68 of 68 precincts had been tabulated. Although in the coming days and weeks the elections office may tabulate additional ballots that could alter the current vote counts, the latest results show the most probable winners and losers.

Remember that these numbers are from precincts, and don’t include a multitude of outstanding uncounted ballots that could alter the makeup of the current vote counts.

In the Shasta County District 2 race, it appears that Allen Long holds a large enough lead with 55.21 percent of the votes that he’ll avoid a run-off.

The results were more complicated in the Shasta County District 3 race as the lead vote-getter with 43.99 percent — District 3 Supervisor Mary Rickert — did not meet the required threshold of 50 percent plus 1 to avoid a November run-off.

It currently appears that Rickert — who will need 50 percent plus 1 vote to claim the race outright — may face a likely run-off with Corkey Harmon, who won the second highest number of votes with 28.29 percent. All that could change as incoming votes are counted.

Matt Plummer appeared the clear winner in the Shasta County District 4 race between Supervisor Patrick Jones and Plummer, with Plummer earning 60.59 percent of the 14 precincts’ votes.

In one of the most hotly contested Shasta County races, the District 1 recall of Supervisor Kevin Crye leans heavily toward Crye’s recall, with 53.13 percent of District 1 voters agreeing that Crye should be recalled.

When it came to Measure C — term limits — and Measure D — turning Shasta County into a charter county — Yes to Measure C garnered 75.58 percent of the precinct votes, while yes to Measure D won 53.31 percent of the precinct votes.

Despite those high numbers, tens of thousands of ballots have not been counted, so the preliminary numbers can change dramatically in the coming days and weeks.
