On Friday, September 2, 2011, at 3:50 p.m., Redding Police Officer Tyler Lanham was patrolling on Boulder Creek Drive when he contacted Richard Allen, 38 years, who was walking in the neighborhood.
Officer Lanham discovered Allen had a warrant for his arrest and was a sex crime registrant, who had not registered in over three years, as required by law. He also found Allen lived on Boulder Creek Drive.
Officer Lanham found Allen in possession of drug paraphernalia and ammunition. Officer Lanham arrested Allen on suspicion of not registering as a sex crime registrant, possessing drug paraphernalia, being a felon in possession of ammunition, and the misdemeanor warrant.
